The City is called Chiaroscuro. Based on Singapore.

• Non-dystopian but non-Utopian. Modern and Clean.

• Scenery is nearly always monochrome even the flowers are white. Only the sky and trees are coloured.

• Fashion is either Black, grey or white. Coloured hair dye is allowed, but white hair is common dye colour.

• Only solid colours. No Duotone or gradients.

• Purity is a key cultural construct of the city. Cleanliness and solidity. Colour isn't illegal or taboo its just not in keeping with fashion or culture. Colour mixing can be seen as corrupting.

Only animals and humans. No demons, vampires or other non-human creatures. there is only magic and no magic. 

• Some non-normal animals can be made by magic but are temporary 

• Cerlews, Ibis and Anghingas are magical constructs. Look like tall black water birds. They act as night patrols and are drawn to neomages. All of these are owned by Vanta Black and Tyrian Murex

• The Minokawa, Quetzalcoatl and Alicanto are the Colour Runners oppositioning summons.

Often means that neomages get publicly shamed, occasionally crimes get piped on them to stir up fear for non-mages.

Neomages to ordinary people is 1:250. In a city with a population of 3,423,000, there's about 14,000-20,000 neomages. Its not common but is known. The only way to find a neomage is for them to pass under a black light as freckles, eyes, eyelashes, and undyed hair glows brightly, but this only shows up from the ages of 13 onwards.

• Rare colours like Pink don't always appear visible.

• Eyes don't always reflect the colour of the neomage. ie; you could have blue eyes but be orange.

Magic is regulated by Vanta Black who isnt the mayor but is the chief of police, and the second in command Tyrian Murex who is an absolute bastard. Both are neomages too.

• Vanta Black has set curfews on the city to try to keep the peace. She fears that neomages will abuse their power for their own gain as well as ruining the city's progress and culture, but also wants to protect them from the military conscripting them to use as Shock forces. All Vanta wants is peace, even if the Colour Runners don't understand this.Vanta makes the giant Anghinga summons.

• Tyrian Murex is just a triggerhappy dick who likes to push people's buttons and push them to their limits. Has a power complex and occasionaly considers usurping Vanta but is also scared shitless of her so knows his place.

Colour is important. Neons and Pastels = Magic. Ranked power by colour using the light spectrum. 

• Ranked as Red-Orange as lowest, Yellow-Green Mid range, Blue-Violet = most powerful. Yellow and Green are ordinary common colours.

  • Red + Orange = minor spells; fire, ice, short distance levitation

  • Yellow + Green = Mid Level spells; minor summoning, technomancy, telekenisis, wards, healing.

  • Blue + Violet = High level spells; area affective spells, summoning/conjuring, temporary necromancy, capable of all spells bellow.

  • Pink + Black = Transmogrification, larger area affective spells, can use minor spells on a larger area.

  • Pink is the most powerful of all but incredibly rare. Out of the entire neomage population only there are only 7. But also the most considered to be against the purity thing as its a strange dilution of red but still its own colour that exists between red and purple spectrum.

  • Black is also a extra-spectral colour but not considered to exist as a magic level because it cant be seen or detected by a black light.

The reason neomages aren't allowed to interact is partly because they bounce energy off each other, and also because it's not seen as being pure. Also some colours don't blend well like Red/purple-Green, Orange-green/blue, making duotone clashing colours which lead to unstable neomages.

• Same colours don't amplify each other. Even with shade variations. 

• Intermediate colours however like Turquoise and Chartreuse do have an amplifier for other blue, greens and yellows.

Because blacklights are used a lot to find them, they often go out during daytime when the light isn't as strong. 

Magic leaves a phosphorescent colour stain. Invisible in daylight, clearer at night and glowing when near a neomage or shown under black light. The glow lingers for a time afterwards.

Because magic residue glows, it leads to a lot of black light parties. Non-mages are allowed and get to slap on some florescent paint to fit in.

Magic isn't illegal but it is enforced and controlled. Anyone with magic is forced to stay within zones dedicated to their colour and work with in specific roles. They're not allowed to interact with other colours. 

• Red-Yellow often go about their lives like ordinary people.

• Greens often find themselves working in hospitals or other services like Fire Brigade and Police.

• Blues and Violets get the most watch put on them but still achieve high ranking management roles.

There are gangs of Colour Runners who lead parties and chases, they aren't really being criminal other than interacting with other colours, which makes them collectively dangerous as it gives them greater power than when they're alone. If there's more than 4 different colours together then the power is amplified for all.

Alice Cerise gang is the most collectively deadly.
